REST API steps can now inherit a default request timeout from Project or System settings, eliminating the need to configure a timeout for every step. If a timeout is explicitly set on a step, that value is used; otherwise, the step falls back to the Project-level default, then the System-level default, in that order.

Added a new property name, Template, on the ConvertCSVtoExcel step, which can take a .xls or .xlsx template and format the numeric columns of the resulting Excel file positionally. The template file will need to have the desired decimal places on a per-column basis, with each column's format defined in the template's first row.
Added refresh token support to the OAuth server, enabling clients to renew expired access tokens without requiring user reauthentication. Added support for public OAuth clients using PKCE, allowing clients that cannot securely store a client secret to authenticate without a shared secret.
