A Rule evaluates input data to determine whether the data matches certain conditions. The rule returns an outcome, choosing a path or returning data to a Flow, Form, or a Report. You can set the outcome of a Rule to do any number of things: decide which user is responsible for an assignment, direct which path a Flow follows, determine which controls are visible on a Form, or decide how certain values in a Report are formatted.
Rules are built in the Rule Designer. To open the Rule Designer, navigate to a Designer Folder, click the Create Rule button, and select Create Rule.

When To Use Each Type of Rule
A Statement Rule is used when one needd to evaluate a statement as True or False.
A Truth Table is used when one needs to evaluate a single set of data that you want to analyze in more than one way and have more than one outcome.
A Rule Tree is used when one needs a Flow that evaluates data sequentially and will output the data depending on the evaluation scenario.
A Matrix Rule is used when you have more than one data element that needs to be evaluated by a rule and you need to set specific parameters for each single element that passes through the rule. Each element passing through the rule is dynamic and requires its own set of perimeters before it can be evaluated. This Matrix rule takes the form of a grid or matrix.
An Expression Rule is used when one needs to create a Defined Expression Entity that is used as a step for a flow with a Boolean outcome.
A Sequential Rule is used when one would need to evaluate a sequence of simple rules into a single rule within a flow.
A Create Rule Extension is used when one needs to create a Rule that can be embedded in another Rule.
